Practically anything bad could either be a sign of cancer, or it could be a sign of practially nothing.

Blood in the urine with our dogs has always been a urinary tract infection, or in one case, a prostrate problem. Our vet told us the prostrate problem was non-existent in neutered dogs (he was scheduled to be neutered, anyways), and once he was neutered, we never saw the problem again.

A vet can tell pretty quickly if it's a urinary tract infection and can make a good judgement about a kidney problem from a urine sample.
