starving a dog on high protien?????

My brother-inlaw has a bird dog that is kenneled most of the time, THis dog became very thin, so he took the dog to the Vet. The Vet ran some test and ask what kind of dog feed they fed there dog. they said Diamond ,the high protien. THe vet said he thought he knew what was wrong with the dog, but would know for sure after the test results were in. After the testing results ,the Vet told my brother in law, that his dog was being starved because of HIGH PROTIEN dog feed. the vet suggested low protien old roy'' or any low protien feed ,even table scraps would be ok. The dogs age is around 7. My question is can a high protien dog food starve a dog from what they need in there diet
