Extreme bleeding of the tail and sides is often a sign of thyroid problems. A simple blood test will tell if this is the case. Some times the beagle will have thinned out hair on the tail and sides. It also is easily and inexpensively treated. What you are describing sometimes means the immune system is compromised because of low thyroid enzymes.
