Shocking collar will not work, any suggestions?

I have a Garmin sport model collar that will not work on my male pup. I have tried tightening it to the point where I can't get another hole. He doesn't even react. I have used it on my female and it worked and I tried it on my self so I know it works. Any suggestions on a different collar or techniques would be appreciated.

If it came with longer contact points try them.Or try shaving the spot on his neck where the points sit and make contact.
Other than that maybe he's just wicked tough !

Unfortunately they didn't come out with the longer points until the next model. Good old Garmin has a tendency to do that. I might try shaving his neck, I thought of this before, but my wife wasn't to willing to loan me the hair clippers.
