My male Red tick and tri color beagle have real good hunt that they have worn the hair down on there tails whats
the best to use

I use duct tape. Coat the hairless part of the tail with bag balm or something similar to keep the tape from sticking. Then tear or cut the duct tape in 1 in strips about 8 in long. Start about 1 in above the bag balm and wrap toward the end of the tail. Works great. It can be left on for a couple of days. Cut off with a small pair of scissors.

You could always band them, plenty of posts on here in the past about it.
