It's called a "rectal prolapse". I have seen hounds run so hard that it seems to stimulate the urge to defecate, and when they hit a check or breakdown in the run they keep straining to go even when there is nothing left to get rid of. You will see a hound actually keep trying to go with nothing but mucous coming out. My guess, and this is only a guess at this point, is that your hound may have been running hard and had this happen to him. The straining so hard actually can cause the rectum to push to the outside of the body. A trip to the vet is best for all really. I had a bitch do this last year and I was able to treat it myself for the short term, but she was very old and months later it happened again, and when I had her checked out for surgery I found out she had cancer as well. Needless to say she is now in beagle heaven. Left uncorrected it can quickly become infected and you can lose your hound for good. I wish you and your hound the best of luck at this unfortunate time.

I had a pup many years ago that had a rectal prolapse that would not stay in. The vet said to keep it covered with vaseline and push it back in but it wouldn't stay. The vet finally had to put some stitches in his little brown eye, not the one winking but the one stinking. Sad thing was this was the only pup in the litter and we had to give him up as the stud fee pick of the litter. He turned out to be a real nice rabbit dog too!

The vet will lube it up with mineral oil and push it back in. Then he will ask you to hold your finger in the dike hole while he sews a purse string around the opening, adjustment of the purse string will allow flow without to much restriction. In a fortnight, the stitches will be removed and all should be healed back into place on the inside.
Softened food with a high percentage of liquid is the best diet while the stitches are in. I'd let him lay up the rest of the month to make sure no repeat procedure was necessary... ;)
Best of luck
