Help Needed on this Bill too!!!

Dear Fellow Dog Owner,
The hearing on SB36-FN yesterday was well attended by the shelters
and the people in favor of the bill. I was the only person to
testify against it. Those in favor argued that this fee was needed
to help the state 'POP' fund.
At this point, I am unsure of the fate of this bill. What follows is
some of the comments made by the committee members during the course
of the hearing -
*the fee should apply to breeders.
*the fee should apply to everyone who sells a dog including
shelters.
* the POP fee on dog licenses should be increased.
Please call or email the members of the Senate Ways and Means
Committee asking them to kill SB36-FN. Here are some talking points -
* There is a companion bill to this one, SB91-FN, which is
being heard on Feb 1 by the Senate Environment and Wildlife
Committee. This bill, if passed, will increase the owner's
co-payment and will go a long way towards fixing the shortfall in the
state Companion Animal Neutering Fund making this bill unnecessary.
*There is no dog overpopulation in New Hampshire. N.H.
shelters are importing puppies and small dogs from out of state. As
of January of this year, the state spay/neuter fund cannot be used
for the animals being imported by the shelters. Let's wait and see
how that effects the spay/neuter fund.
* Dog Owners already fund the Companion Animal Neutering Fund
with a $2.00 surcharge on dog licenses. It is unfair to put the
burden of funding the state's spay/neuter efforts totally on the
backs the dog owners.
* If the Companion Animal Neutering Fund is in financial
problems, perhaps a better fix would be to require needs testing for
the animals adopted from shelters. At the moment, any animal adopted
from a shelter is eligible for the state program regardless of the
owners ability to pay. Vets have been complaining that clients, who
can well afford to pay for the surgery, are have their animal
spayed/neutered at the state's expense.
