New land for the IDNR

I just read that 1,500 acres has been bought for the Indiana DNR to manage as state forest in Morgan County. this means since it is state forest you are allowed to hunt on this new property. But I also read that Mr.Goss from employed by DNR is hoping that part of the new land is used for a State Park. as Iniana residents know ,state parks means NO HUNTING ALLOWED.
My question to you,is Why do you suppose Goss wants part of this land as State Park.
