Flags on veteran"s graves

Who,at your local cemetaries ,is responsible for placing flags on our veteran"s graves?Is it the local VFW,American Legion<veteran"s family<or others?

We have a great program where the Boy Scouts go through and place flags on every grave, then salute them. It is truly a great thing to watch. I did this as a boy and the tradition is continuing today. We were taught how to respect these brave soldiers that gave themselves for our country. Getting young people to remember what freedom is all about is a great lesson to learn on this wonderful holiday. I don't know if any where else does this, but I really think they should.
