ARHA PP PLACING ?

Can someone explain the reasoning, theory behind, or basis for NOT placing a hound/hounds that have minused out in a final cast. While hounds that did not even qualify for the final cast are placed ahead of these final cast hounds. I have seen this happen many many times, but I am not understanding the logic behind this rule.
I am not certain if same rule applies in LP competition ? What does UKC do, if hound is picked up in winners cast ?

Any dogs scratched from a cast will receive the lowest position available in that cast unless scratched for off game. Hounds scratched for off game will not receive any championship points.

That is well discussed topic among the ARHA PP participants. Most of the folks I have talked with about the situation agree that those hounds should place higher than the ones they beat. The only exception is being DQ'ed for off-game. Only a few folks have suggested that a hound that runs off-game should place - even if it is in the final cast! Otherwise, the ovewhelming majority want the hounds who minus out in subsequent series to place above those they defeat. I expect this to be changed - maybe the next time the rules are updated?

I think no matter how many dogs they beat if they can't run by the arha pp rules they shouldn't be placed at all. That would be rewarding them for being faulty(not running by the rule book) If they minus out they are placed in the final cast if they have run for more than 2 hours.(unless they have run off game) This is mostly at big hunts were you have more than 2 series
