I did a Google search on "Troops on inner cities". It went back to 1989 and the only topics were troops in inner cities of Iraq. So you are correct. Bush did order troops to the inner cities of Iraq.

The National Guard hs been used often to protect citizens and property. They were routinely called out in the sixties to quell riots.

"The Kent State shootings, also known as the May 4 massacre or Kent-State massacre,[2][3][4] occurred at Kent State University in the city of Kent, Ohio, and involved the shooting of unarmed college students by members of the Ohio National Guard on Monday, May 4, 1970. The guardsmen fired 67 rounds over a period of 13 seconds, killing four students and wounding nine others, one of whom suffered permanent paralysis."

I wouldn't call it a "Masacre". I would call it part of the education process of college punks who thought they had the right to destroy or maime anything or anyone who resisted their senseless protests. I think that incident tended to put a damper on thugs throwing rocks at the troops. Of course they were still spitting on the troops when they came back from the war to the States. Now the young anarchists have grown up and are running the country.

That is true...I should have been more explicit I think....FEDERAL TROOPS, differ from NATIONAL GUARD troops when it comes to domestic circumstances....sorry about that.
