Probably many need put down, violent repeat offenders are treated too good. Murderers, rapist don't even need a second chance. And the lesser offenders don't need TV, health care, good meals, and any other luxuries, It should be a place that you want to leave and never return to. Make prison life bad, and you may have less people who are willing to do crimes that will put them back in prison.
