The administration had a difficult choice in where to place blame. Instead of labelling it terrorist activity, he was sick, depressed, drug addict, with no hope. Yeah, that sounds good. Anything but the "religion of peace".

Let's start with Homeland Security. "With the passage of the Homeland Security Act by Congress in November 2002, the Department of Homeland Security formally came into being as a stand-alone, Cabinet-level department to further coordinate and unify national homeland security efforts, opening its doors on March 1, 2003." Now, let's look into who had control of Congress in 2002. The House of Representatives had a Republican majority while the Senate held a Democrat majority. The bill passed with a vote of 257-167. It was unanimous among Democrats and every no vote was Republican. Only 75 so called Republicans supported the bill. The biggest battle since its inception has been over Obama's overreaching executive order on immigration which would give hundreds of thousands illegal immigrants permission to stay here and work. He thwarted the Constitution again and got away with it, but liberals like you don't care about the Constitution. I will go on record saying that the bill has been amended 100's of times since its creation. Bush put his signature on it and lost a lot of respect and support from conservatives like myself because it gave a platform for liberals to build upon. Obama sees it as an opportunity to gain more votes for democrats/socialists as proven by his actions.
Onto the IRS. It resembles the Homland Security bill in certain ways. It's conception was not constitutional and repealed in 1872. Later your wonderful democrat/socialist party ratified the 16th amendment that gave congress the power to tax without apportioning it among the states. "The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration." It was lead by Woodrow Wilson and a democrat controlled congress(both the house and senate). This isn't to say that some Republicans are not also to blame, just as modern day politicians like Boehner who agree to vote in alignment with Democrats on issues like Homeland Security and Obamacare, usually after concessions on other issues.
