Texas Shows That For African-American Wellbeing, Look To Jobs, Not Big Government
In 2015, 100,000 more Americans moved to Texas than moved out, continuing a trend that’s persisted for more than a decade.
People move to Texas for opportunity. The state is a job-creating engine fueled by low taxes and a light regulatory environment.
But for critics, Texas taxes aren’t high enough to support a government big enough to distribute enough welfare and services to help the poor and minorities.
Since the war on poverty was formally declared 52 years ago this month by President Lyndon Johnson, no racial or ethnic group in America has been afflicted by poverty more than has African-Americans. Nationally, almost one-in-four black Americans contend with poverty, with education, employment and family wellness all too frequently a struggle for many of our fellow Americans.

Unlike the Official Poverty Measure, the Supplemental Poverty Measure considers differences in the cost of housing between the states as well as accounting for non-cash government assistance, such as food aid and housing subsidies—forms of income for the poor that the Official Poverty Measure has always ignored.
