Someone with a local # should call her stating your from the Animal control office, state you recieved a complaint from the neighbors that you have malnurished beagle with a shock collar on it, and want to examine the dog. Please bring it to the local office for examination. Dont except her explanation that its not her dog. Tell her you have witnesses that the dog was at her house. Tell her Don't try to hide the beagle, just bring it for examination.
If you are still in contact with the guy, she committed a felony when took the shock collar off... around my part of PA they will prosecute. I would teach her a lesson. I had a buddy lose a coyote dog for a couple of weeks this spring, you can imagine what kind of shape that dog was in. The folks that found it tried to press charges for neglect. It didn't work...

Wow, crazy. After hearing this story, I know i am never going to let anyone have one of my collars with a name tag! What if that psycho lady got bit by that dog? OMG!
When i was a bit younger and was into causing a stir here and there...i put one of my buddies collars on a loose collie that was raising hell in the other side of our town. When they caught the dog they called Old Ronnie down there and made him take " HIS DOG" home with a warning for a fine..he was mad as Hell over the whole deal...we waited a week or so before we told him....still gets a kick out of it now...i think that dog may be the basis for all of his breeding and bloodlines...LOL
Lets all just stop by on our way to the UP and turn our hounds out. when she comes to the door she can meet ool hounddog. She will forever be gratful for the beagle that got her romanced. Looking out for Jim
