My question is what if you have the collar on a dog and the neighbors dog barks, does your hound get shocked? What if the dog in the same kennel barks, does the dog wearing the collar get shocked?

Yes, neck irritation will occur if left on to long. Most collars go by sound and vibration, so only the dog barking gets shocked. It takes training, just like all other shock collars. You can't just put shock collars on dogs and expect them to learn what you want them to without working with them. Bark collars are the same!
