Proposed Rule Changes in NKC Little pAck

Ok folks, finnally getting around to getting this info posted, you are lucky I carred enough to do it on my day off for you!

Passed: If a breed inspector is found by the watchdog committee or NKC president to knowingly falsify a measurement of a hound at registration time or at a hunt, the penalty shall be the breed inspector will be banned for a period of 6 months and he/ she will loose all lisenced they have.

Passed: Hall of Fame Competition Hound, first off game offense will be forgiven, minus 10 pts. for each time after. All dogs past and present can be grandfathered in also.

Passed: JR judges program for 14-16 year olds to judge with another liscenced judge. Must pass their apprenctice judging before they are allowed to score, hopefully we can get Paul Prevot to post about it as he wrote the proposal and structure for the program.

Passed: Score must be read to handlers each time the hounds are handled

Passed: The breed inspector may request the handlers assistance in getting the hound to stand up. If the handler refuses to help, the the hound is scratched and turned into the ARHA for being too tall.

Passed: The hound must hunt in the cast he/she was drawn with the number assinged by the club

Passed: Hounds must now be given a full three minutes to produce a rabbit when they are struck.

Passed: If 2 "or more" hounds are tied with "0 or" positive points in the final cast (running for first palce) and the tie breaker rules "A through D" does not break the tie, the coin flip will not be used. The tied hounds shall be run for an additional 15 minutes. If they are still tied at the end of this time, the judge shall use hunting and handling ability to break the tie.

As you can see, things have for the most part stayed the same. Just a few house cleaning items that were addressed. For the most part the rulebook was fine the way it was, just needed spruced up a little.

You beat me to it. I was checking to see if the rules got posted anywhere. I think we had a good and productive meeting. There were all but roughly 30 clubs of the 100 plus represented there( in person, by proxy, or mailed in). So all of the rules that were changed or voted down were done so by 2/3 of the ARHA clubs across the country. Also the Officers of the E-board will remain the same. Fred Hausman/Chairman, Ron Eades/Sec/Tres, Chip Eisenhut, Jeff Kisinger, and Paul Prevot will remain on the E-board. The Watchdog is as follows: Mike Kleiber/ Chairman, Brian Passmore and Jeremy Woodling members with Brad Krouch(sp), and ? (have his name at home) as alternates

Youth Judging Proposal

Purpose: The Purpose of this proposal is to help train younger judges to become judges that will support the ARHA Little Pack rules and values to the best of their ability.

Advantages:
A. We will gain a better quality judge at a younger age
B. Young judges will have a better understanding of the rules
C. Young judges will have more hands on experience
D. We will retain more young judges
E. Young judges will feel more confident in stressful situations
F. Will get more youth beaglers involved at a younger age

Proposal: We will add two new categories of judges’ license to the Little Pack Rulebook.

Category 1: Apprentice Judges License

Definition: Anyone age 14 or 15 who has a willingness to learn proper judging technique from an experienced license judge. The “Apprentice License” will be given to anyone of proper age that passes the ARHA judges test with an 85% or better. This card will allow a youth judge the opportunity to run and judge with an experienced license judge. Any judge with an “Apprentice License” will not be allowed to score any of the cast.

Scoring will only be done by the “Licensed” judge. Each cast will be documented on the “Youth Judging License” application form.
The licensed judge must sign, and document his license number for each cast the “Apprentice” judges with him. The “Apprentice” must judge with a minimum of three different judges over a total of 10 casts to apply for a “Youth Judges Card.”

Category 2: Youth Judges License

Definition: Once the youth judge has met all requirements of the “Apprenticeship” he/she will be allowed to apply for a youth judges license. This license will give a young judge the opportunity to complete a judging apprenticeship and gain valuable hands on experience with ARHA little Pack trialing events. This license will allow a youth judge to run and score with an ARHA licensed judge only. This will give our younger judges even more hands on experience. At the age of 16 the youth judge will automatically be given his permanent ARHA judging card.

Outcome:
We will have more quality judges at the age of 16. I believe we will spark some interest with youths at a younger age. I hope this will allow us to retain more judges for the long term. Keep in mind these youth judges are the future of our organization. And we must start them as early as we can, to make them the best they can be.

What do you mean about the dog having to hunt in cast it was drawn in?
Any judge that dont give the score after every rabbit is hiding something anyway. That was a great rule passed. Apprenticeship program sounds great to me.

jimmie we have 2 guys in our area that when they r in my cast i never have read the card till after the cast isa over due to them makeing the cast a miserable time for all.. but i guesss i'll just have to send them to the truck now lol!

I like when Judges read the score card after each rabbit...but Red I know what you mean but just like you said...send em to the truck and after a few LONG trips back to the truck they will keep there mouth shut to the end of the cast

I don't run your format but I have a question. Why are you considering changing the height standard to 15.5"? Are you trying to draw the DISQUALIFIED dogs from other registries? Is that the best thing for the beagle breed? If you change it to 15.5 they will be bringing them 15 3/4!

We are not trying to make the height standard over 15" I think you may have read it wrong. Only thing that may have changed was that if a handler is asked to help stand a dog to measure and he refuses then he is automatically disqualified OR if a breed inspector is caught deliberately measuring a hound in that is over then his license can be taken away for a period of 6 months I think, someone correct me if I am wrong. Make sure you see the WORDING in the rule.. The rule will read "Each time the dogs are handled" and not after each race or after each rabbit.
