pup question
anyone ever had a pups rectum turn out on them?

Is it their rectum or the vagina. If it is a female and it is her vagina then it is what you call a prolapsed vagina.

a mucosal prolapse confined to the anal canalappears as a red swollen doughnut shaped ring of tissue. a complete rectal prolapse a segment of the colon several inches long protrudes through the anus appearing as a red cylindrical mass
treatment: a mucosal prolapse disappears spontaneously when the underlying causeof straining is corrected the dog should be placed on stool softener and fed a highly digestible low residue diet until symptoms resolve.
a rectal prolapse requires vetinary management to reduce prolapse. if the prolapsed part of the bowel is necrotic it must be sugicaly removed

It's called rectal prolapse. Some times it will return to normal on it's own, but it can stay that way if not treated by a vet.
There can be many causes for this, including genetic predisposition, but the best advice would be to take the pup to the vet for evaluation. The sooner you do it the better, as the constriction of the tissue by the muscles around the anus can cause loss of blood supply to the protruding tissue and this can cause tissue necrosis (tissue death), which would require the surgical removal of the dead tissue.
